連載第10回 カーニー首相ダボス演説：ミドルパワーが「真実を生きる」為に

連載でお届け中の、ダボス会議におけるカーニー首相の演説は、冒頭で偽りの看板を下ろす重要性に触れています。

では、ミドルパワー(中堅国家) が自らを偽らず、「真実に生きる」為には現実にどの様に向き合い、行動すべきなのでしょうか？

今回第10回のブログでは、その内容を掘り下げていきます。

1．現実を正しく

”Which brings me back to Havel. What would it mean for middle powers to "live the truth" ?

"First, it means naming reality.

Stop invoking "relus-based international order" as though (if) it still functions as advertised."

name reality = 現実に名前をつける = 現実を正しく認識する

invoke = 引き合いに出す、訴える

function as advertised = 額面通りに機能する

・解説

カーニー首相は、形骸化した「ルールに基づく国際秩序」という言葉を、思考停止で使い続ける事を戒めています。

（公の場で、この様な戒めを行なった政治家が他にいたでしょうか？）

現実を直視し、今の世界が理想通りに機能していないことを認める事が第一歩だとしています。

2．二重基準 (ダブルスタンダード) を捨てる

"Call it what it is.: a system of intensifying great power rivalry, where the most powerful pursue their interests using economic integration as coercion.

It means acting consistently, applying the same standards to allies and rivals."

what it is = ありのままに

intensify = 強める

rivalry = 競合

pursue their interests = 自分たちの利益を追求する

use economic integration as coercion = 経済的統合を強迫に利用する

・解説

現状は「大国間の競争」であり、経済統合が威圧の道具に使われていると断言しています。

そして首相は一貫性を強く求めています。

3．旧秩序の復活を待たず、自ら創る

"When middle powers criticize intimidation from one direction but stay silent when it comes from another, we are keeping the sign in the window."

"It means building what we claim to believe in, rather than waiting for the older order to be restored."

intimidation = 脅迫

keep the sign in the window = (本心ではない)看板を掲げ続ける事

(演説冒頭で取り上げた共産主義時代の "Workers of the world, unit" の看板を指しています。)

演説終盤で、再度この「嘘のスローガン」が引用されるという、本当に印象的に構成された演説だと感動すら覚えます。）

what we claim to believe in = 信じていると主張しているもの

・解説

同盟国の非道は黙認し、敵対国の非道だけを批判するのは、「嘘の看板」を掲げているのと同じだと指摘しています。

（公の場で、この様な正直な分析を行なった政治家が他にいたでしょうか？）

更に、過ぎ去ってしまった古き良き秩序の回復を待つのではなく、自分たちが信じる価値観に基づいた新しい制度や合意を、今この手で構築すべきだと説いています。

4．脆弱性を弱め、外交基盤を固める

"It means creating institutions and agreements that function as described.

And it means reducing the leverage that enables coercison.

Building a strong domestic economy should always be every government's priority."

function as described = 言葉通りに機能する

reduce the leverage = (相手に握られている) 弱みを減らす

・解説

他国からの経済的威圧に屈しないためには、国内経済を強くすることが不可欠です

経済的自立こそ、他国に付けいる隙を与えない「盾」になります。

5．カナダの強み

".Diversification internationally is not just economic prudence ; it is the material foundation for honest foreign policy, because countries earn the right to principled stands by reducing their vulnerability to retaliation."

diversification internationally = 国際的多様化 　

economic prudence = 慎重な経済運営

material foundation = 物理的・経済的土台

principled stands = 原則に基づいた立場

vulnerability to retaliation = 報復に対する脆弱性

・解説

国際的に多様性を保つ事は、単なる経済的なリスクヘッジではありません。

報復に対する脆弱性を弱める事で初めて、国は「報復を恐れずに正しい主張をする権利」を手にできるという、リアリストとしての視点が光ります。

6．カナダが持つ「世界が求める資産」

"Canada has what the world wants.

We are energy superpower.

We hold vast reserves of critical menerals.

We have the most educated population in the world."

vast reserves of critical minerals = 膨大な重要鉱物の埋蔵

・解説

ここからカナダの強みの列挙が始まります。

資源大国であるだけでなく、高度な教育を受けた国民こそが、不確実な世界における最大の武器である事を強調しています。

７．資本と安定、そして信頼

"Our pension hands are amongst the world's largest and most sophisticated investors.

In other words, we have capital, talent, and a government with the immense fiscal capacity to act decisively."

pension funds = 年金基金

sophisticated investor = 洗練された投資家

capital = 資本

immense fiscal capacity = 強大な財政能力

decisively =断固として

・解説

世界有数の規模を誇るカナダの年金基金を「資本」の象徴として挙げ、それらを動かす政府の財政能力と決断力をアピールしています。

８．混乱する世界における安定したパートナー

"We have the values to which many others aspire.

Canada is a pluralistic society that works. Our public square is loud, diverse, and free. Canadians remain committed to sustainability."

plurastic society = 多元主義社会

public square is loud = 公共の広場は活発だ (議論の場が広く開かれている)

committed to sustainability = 持続可能性へ取組み続けている

・解説

カナダの社会モデル(多様性と自由)が、単なる理想論ではなく、実際に機能している事を誇っています。

９．長期的な信頼関係の価値

"We are a stable, reliable partner - in a world that is anything but - a partner that builds and values relationships for the long term."

・重要表現

stable and reliable = 安定して信頼できる

build and value relationships = 構築し、価値を置く

・解説

締めくくりとして、世界が不安定 (anything but stable) であればあるほど、長期的な視点で信頼を築くカナダの「安定性」が、稀有で価値のある資産である事を強調しています。
