英検1級ライティング対策：ダボス会議におけるカナダ首相の演説に学ぶ①

2026年のダボス会議において､カナダ首相 (マーク・カーニー氏 Prime Minister Carney) は、非常に示唆に富む演説を行ないました｡

テーマは､"Principles and pragmatic : Canada's path".

彼は､チェコ民主化運動の指導者(後に大統領) ヴァーツラフ・パヴェル氏のエッセイ "The Power of the Powerless" 内の思想を引用しながら､大国間競争が激化する現代において、カナダのような「中等強国」連携の重要性を説きました｡

この演説には､英検1級英作文トピックで頻出する国際情勢を学ぶ上でも､英検1級が求める「国際的に活躍する」人材を育てる上でも､非常に参考になる内容です｡

回数を分けて､原文を引用しながら､自分なりの解釈を加えてみたいと思います｡ 　

まずは､演説の導入部です。

"It's pleasure - and a duty - to be with you tonight in this pivotal moment that Canada and the world are going through."

pivotal = very important and affecting the success of ～

決まり文句である､"it is pleasure" の後に "and a duty" を加えている点が､皮肉も効いていて､印象に残ります｡

そして､演説の主題について説明を加えます。

"Tonight, I'll talk about a rupture in the world order, the end of a pleasant fiction, and the beginning of a harsh reality where geopolitics - where the large, main power - is submitted to no limites, no constraints."

rupture = 決裂

geopolitics = 地政学

"大国" への皮肉も込められた現状認識です。

"On the other hand, I would like to tell you that the other countries, particularly intermediate powers like Canada, are not powerless."

intermediate = 中間の

"They have capacity to build a new order that encompasses our values, like respect for human rights, sustainable development, solidarity, sovereignty, and territorial integrity of various states."

capacity = 力、能力

encompass = 含む (この語彙を使うだけで､英作文の格式が上がります)

solidarity = 団結

sovereignty = 主権

「中等国」にとっては､新たな世界秩序を築く機会です。
