英検1級ライティング対策：ダボス会議におけるカナダ首相の演説に学ぶ②

昨日、2026年のダボス会議における､カナダ首相 (マーク・カーニー氏 Prime Minister Carney) の、感動的な演説についてのブログを始めました｡

今回は､その2回目です。

テーマは､"Principles and pragmatic : Canada's path".

彼は､チェコ民主化運動の指導者(後に大統領) ヴァーツラフ・パヴェル氏のエッセイ "The Power of the Powerless" 内の思想を引用しながら､大国間競争が激化する現代において、カナダのような「中等強国」連携の重要性を説きました｡

この演説には､英検1級英作文トピックで頻出する国際情勢を学ぶ上でも､英検1級が求める「国際的に活躍する」人材を育てる上でも､非常に参考になる内容です｡

引続き演説を引用しながら､自分なりの解釈を加えてみたいと思います｡　

"This aphorism of Thucydides is presented as inevitable - the natural logic of international relations reasserting itself."

aphorism of Thucydides = トゥキディディスの警句

"And faced with this logic, there is a strong tendency for countries to go along to get along. To accommodate.

To avoid trouble.

To hope that compliance will buy safety."

tendency = 傾向

accommodate = 便宜を図る､適応させる

演説の導入部で述べた「誠実に､正直に向き合えば」､現在の世界情勢はこのフレーズに集約されているのかもしれません。

つまり､「各国が､(強国に)迎合し､トラブルを避け､従順であれば､安全を買うことができる」と考えていると看破しています。

"Well, it won't."

「その様に上手くはいかないでしょう」とカーニー首相は､警告しています。

"So, what are our options ?"

"In 1978, the Czech dissident Vaclav Havel, later president, wrote an essay called "The Power of the Powerless"."

ここで､チェコのVaclav Havel著「The Power of the Powerless」が取り上げられます。

"In it, he asked a simple question : how did the communist system sustain itself ?"

著書の中で､共産主義が長く続いた原因が問われています。

"His answer began with a greengrocer."

ここで青果店が登場し､聴衆は更に惹きつけられます。

"Every morning, this shopkeeper places a sign in his window :

"Workers of the world, unite！"

"He does not believe it.

No one believe it.

But, he places the sign anyway - to avoid trouble, to signal compliance, to get along."

青果店は､「世界の労働者よ、団結せよ。」とのサインを毎日掲げます。

でも､それを信じている訳ではありません。

トラブルを避け､従順さを示すために､とりあえずサインを掲げるのです。

"And because every shopkeeper on every street does the same, the system persists."

他のお店も同じ事を繰返し、その様にしてシステムは維持されていたのです。

"Not through violence alone, but through the participation of ordinary people in rituals they privately know to be false."

嘘だと知りながら､日々の儀式に参加し､体制を維持していたのです。

ordinary people = 普通の人々

ritual = 儀式

恐れ入る洞察力です。
