英検1級ライティング対策：ダボス会議におけるカナダ首相の演説に学ぶ③

2026年のダボス会議における､カナダ首相 (マーク・カーニー氏 Prime Minister Carney) の、感動的な演説についてのブログを回数を分けて掲載しています｡

今回は､その3回目です。

演説のテーマは､"Principles and pragmatic : Canada's path".

同首相は､チェコ民主化運動指導者(後に大統領) ヴァーツラフ・パヴェル氏のエッセイ "The Power of the Powerless" 内の思想を引用しながら､大国間競争が激化する現代において、カナダのような「中等強国」連携の重要性を説きました｡

この演説には､英検1級英作文トピックで頻出する国際情勢を学ぶ上でも､英検1級が求める「国際的に活躍する」人材を育てる上でも､非常に参考になる内容です｡

引続き演説を引用しながら､自分なりの解釈を加えています｡ 　

"Haven called this "living within a lie"."

"This system's power comes not from its truth but from everyone's willingness to preform as if it were true."

Havel氏が「嘘の中に生きる」と呼んだ共産社会を現在になぞらえています。

"And its fragility comes from the same source : when even one person stops performing - when the greengrocer removes his sign - the illusion begins to crack"

fragility = 脆弱さ

illusion = 幻想

crack = ひび割れる

一人でも勇気を持って「嘘の世界に甘んじる」のを止めれば､その世界は綻び始めると看破しています。

"Friends, it is time for companies and countries to take their signs down."

そして仲間達に、「嘘の看板を降ろす」時だと呼びかけています。

"For decades, countries like Canada prospered under what we call the rules-based international order."

"We joined its institutions, we praised its principles, we benefited from its predicatibity."

ここで､現在の話題に話を戻しています。

下記の様な英検1級英作文で使う語彙が満載です。

for decades = 何十年にもわたって

prosper = 繁栄する

rules-based international order = ルールに基づいた国際秩序

principle = 原則

predicability = 予測可能性

"And because of that, we could pursue values-based foreign policies under its protection."

ルールに基づく国際秩序によって守られ､繁栄してきたとの認識です。

"We knew the story of the international rules-based order was partially false.

"That trade rules were enforced asymmetrically."

"And we knew that international law applied with varying rigour depending on the identity of the acused or the victim."

「ルールに基づく国際秩序のある部分は､嘘である事を知っていた」という､勇気ある現実直視です。

「貿易ルールは一律には適用されず､国際法は当事者が変わればその適用の厳格さも変わる」という､冷徹で正直な観察眼です。

"This fiction was useful, and American hegemony, in particular, helped provide public goods ; open sea lanes, a stable financial system, collective security, and support for frameworks for resolving disputs."

hegemony = 指導権

resolving disputes = 紛争解決

ルールに基づく国際秩序などを公の場で「虚構」と呼べる人がかつていたでしょうか？

まさに演説冒頭で述べた "starts with hinesty" です。

"So, we placed the sign in the window.

We participated in the rituals, and

we largely avoided calling out gaps between rhetoric and reality."

rhetoric = 美辞麗句

Havel氏が指摘した共産社会での生鮮品店での「嘘」のサインと､現代の「虚構」が同じである事を言い当てています。

"This bargain no longer works.

Let me be direct.

We are in the midst of a rupture, not a transistion."

上記の比喩を踏まえ､「もはやこの虚構は通用しない」との恐ろしいまでの現実直視です。
