英検1級ライティング対策：ダボス会議におけるカナダ首相の演説に学ぶ④

2026年のダボス会議における､カナダ首相 (マーク・カーニー氏 Prime Minister Carney) の、感動的な演説についてのブログを回数を分けて掲載しています｡

今回は､その4回目です。

演説のテーマは､"Principles and pragmatic : Canada's path".

同首相は､チェコ民主化運動指導者(後に大統領) ヴァーツラフ・パヴェル氏のエッセイ "The Power of the Powerless" 内の思想を引用しながら､大国間競争が激化する現代において、カナダのような「中堅国家」連携の重要性を説きました｡

今回は､グローバル統合が様々な問題を引き起し､各国が国際取引に頼るばかりでなく､自足/自立への道を模索を始めている状況説明です｡

国際情勢に関する知識が欠かせない英検1級英作文問題対策として､非常に参考になる分析であり､役立つ表現が盛りだくさんです。 　

"Over the past two decades, a series of crises in finance, health, energy, and geopolitics have laid bare the risks of extreme global integration."

「過去20年間の金融・医療・エネルギー・地政学における危機が､過度のグローバル統合のリスクを露呈した」との認識です。

geopolitics = 地政学

lay bare = 露わにする

”More recently, great powers have begun using economic integration as weapons, tariffs as leverage, financial infrastructure as coercion, and supply chains as vulnerabilities to be exploited."

「強国が､経済統合を武器にし､関税を影響力行使の手段として使い､金融インフラを強迫に利用し､サプラーチェーンを脆弱性としてもてあそび始めた」

economic integration = 経済的統合

coercion = 強制

exploit = 利己的に利用する

"You cannot "live within the lie" of mutual benefit through integration when integration becomes the source of your subordination."

「グローバル統合が支配 / 従属の元凶となる現状では､もはや相互利益という「虚構」の中で生きていけない」と見抜いています。

multilateral = 多国間の

collective problem solving = 集団的問題解決

"As a result, many countries are drawing the same conclusions. They must develop greater strategic autonomy : in energy, food, critical minerals, in finance, and supply chains"

「その結果、多くの国が同じ結論（エネルギー・食糧・重要鉱物・金融・サプラーチェーンなどにおいて､戦略的な自足を確立しなければならない）との結論に至りつつある。

"This impulse is understandable. A country that cannot feed itself, fuel itself, or defend itself has few options.

「その結論は理解できる。食糧・燃料・国防力のない国には選択肢はほとんどない」

"When rules no longer protect you, you must protect yourself."

英検1級ライティングで使えそうな語彙や表現が非常にたくさん使われています。

例えば､

トピックの話題で出題されそうな､finance (金融), health, energy

これらのトピックは一国に限定されず､世界的なスケールで課されるので､そこで鍵を握る geopolitics (地政学)。

geopolitics が展開されている世界情勢を表わす､economic integration,(経済的統合) や vulnerability (脆弱性)。

その中で利用されている、tariff (関税), infrastructure (インフラ), coercion (脅し / 強迫), multilateral institution (多国間組織), supply chain (サプラーチェーン)
