英検1級ライティング対策：ダボス会議におけるカナダ首相の演説に学ぶ⑤

引続き､2026年のダボス会議における､カナダ首相 (マーク・カーニー氏 Prime Minister Carney) の演説についてのブログで､今回はその5回目です。

表面を取り繕っただけの話も多い中で､やはりこの演説は精読し､内容について自身でも考えてみる価値のあるものだと思います。

今回は､超大国が自身の利益追求に走る中、中堅国家が取るべき対策についての考察です。

日本も含め､今後向かうべき方向性を考える上で､非常に参考になります。 　

"And there is another truth.

If great powers abandon even the pretence of rules and values for the unhindered pursuit of their power and interests, the gains from transactionalism will become harder to replicate."

abandon = 放棄する

pretence = 見せかけ、主張

transactionalism = 取引主義

replicate = 再現する

超大国が､ルール・共有価値を放棄し､自国の利益のみを追求しても､そこから得られるものは長くは続かないと警告しています。

"Hegemons cannot continually monetise their relationships."

hegemon = 覇権国、支配国

monetise = 金銭に換える

”Allies will diversify to hedge against uncertainty.

They will buy insurance, increase options, in order to rebuild sovereignty - sovereignty that was once grounded in rules, but will increasingly be anchored in the ability to withstand pressure."

soveriegnty = 主権

ground = 根ざす

anchor = 固定する､根ざす

「同盟国は､かつてはルールに基づいていた主権が､圧力に耐えられる様、保険を掛け､選択肢を増やすだろう」と予測しています。

今まさに､世界で繰り広げられている状況です。

"This room knows this is classic risk management."

"Risk management comes at a price, but the cost of strategic autonomy, of sovereignty, can also be shared."

strategic autonomy = 戦術的自治

危機管理の費用は分担することができるとの主張です。

"Collective investments in resilience are cheaper than everyone building their own fortresses.

Shared standards reduce fragmentation. Complementarities are positive sum."

collective investment = 集団での投資

fortress = 要塞

ここの国が､別々に要塞を作るよりも､共同で投資して耐えうべき体制を整える方が費用が安くなる。

shared = 共有の

fragmentation = 分断

complementarities = 補完

基本的な考えを共有すれば分断は軽減し､互いに補完し合えば､プラスの働きをもたらす。

"The question for middle powers, like Canada, is not whether to adapt to this new reality."

"We must."

adapt to new reality = 新しい現実に適応する

"The question is whether we adapt by simply building higher walls - or whether we can do something more ambitious."

新しい世界に適応するのに､単により高い壁を作るのではなく､もっと野心的な行動を呼びかけています。
