英検1級ライティング対策：ダボス会議におけるカナダ首相の演説に学ぶ⑥

引続き､2026年のダボス会議での､カナダ首相 (マーク・カーニー氏 Prime Minister Carney) の演説についてのブログで､今回はその6回目です。

今回の内容は､中堅国家が取るべき方向性についてのもので､"Principled and Pragmatic" （価値観に基づく現実主義) の表現でよく表わされた主張です。

「価値観」の追求だけでは､新しい現実には対応できないとの認識で､価値観に基づきながらも､現実に即した対応が必要との考え方です。 　

"Now, Canada was amongst the first to hear the wake-up-call, leading us to fundamentally shift our strategic posture."

「カナダは警鐘をいち早く受け止め､戦略的姿勢を転換させました。」

wake-up-call = 警鐘

shift = 変える

strategic posture = 戦略的姿勢

"Canadians know that our old, comfortable assumptions that our geography and alliance memberships automatically conferred prosperity and security - that assumption is no longer valid."

assumption = 前提

automatically = 自動的に

confer = 授ける

prosperity = 繁栄

valid = 有効な

「地政学、同盟関係が自動的に繁栄、安全をもたらしてくれるという居心地のよい前提はもはや存在しない」という､現実に即したシビアな認識です。

”Our new approach rests on what Alexander Stubb, the President of Finland, has termed "value-based realism" - or to put it another way, we aim to be both principled and pragmatic."

rest on = 基づく

term = 名付ける

principles and pranmatic = 価値観に基づき､現実に向き合った

フィンランド大統領 Alexander Stubb氏の名付けた "value-based realism" を引用しながら､価値観を重んじ､同時に現実にも対応する考え方に基づき対応していくという姿勢です。

”Principled in our commitment to fundamental values : sovereignty and territorial integrity, the prohibition of the use of force except when consistent with the UN Charter, and respect for human rights."

principled = 原則に基づく

commitment = 約束、献身

sovereignty = 主権

territorial integrity = 領土保全

consistent with = 則った

UN Charter = 国連憲章

基本的な価値観、つまり主権・領土保全・国連憲章に反した武力使用の禁止・人権尊重、を､従来通りに貫く。

"Pragmatic in recognising that progress is often incremental, that interests diverge, that not every partner will share all of our vales.."

progmatic = 現実的な

recognize = 認識する

incremental = 漸進的な

diverge = 分かれる

「現実を直視し､進歩は漸進的で、利害は一致せず､すべてのパートナーが価値を共有する訳ではない事を認識する」。

"We are engaing broadly, strategically, with open eyes.

We actively take on the world as it is, not wait for a world we wish to be."

engage in = 関与する

take on = 引受ける､相手にする

「現実を直視し､広範且つ戦略的に関与し､理想とする世界が現われるのを待たず､世界をありのままに受け止める」

"We are calibrating our relationships so their depth reflects our values.

"We are prioritising broad engagement to maximize our influence,

given the fluidity of the world order, the risks that this poses, and the stakes for what comes next."

calibrate = 調整する

given ～ = ～を考慮し

fluidity = 流動性

stakes =

「国際関係を調整し､価値観を共有させる。

幅広く関与していくことを優先し､影響力を最大化させ､国際秩序は流動的であり､そのことによりもたらせれるリスクを常に考慮する」

"We are no longer just relying on the strength of our values, but also the value of our strength."

「単に価値観にだけ頼るのではなく､強さが持つ価値にも力を発揮させる」
